I have seen charts with three or four strong foreign yogas, even though the person has never left their district. In almost every case, the reason is the same: the relevant Mahadasha has not yet run, or it ran during childhood, when the person could not act on it.
Yoga alone does not produce events. The right dasha must be running. And when the dasha runs, the transit of Saturn or Jupiter over the 9th or 12th house further confirms and supports the event.
Not all foreign charts end in permanent settlement. The birth chart clearly shows the difference.
Short-term or Frequent Travel
This shows up when the Moon is active in travel-related houses, the 6th house (overseas job contracts) connects with the 9th or 12th, and the 10th house (career) links with the 12th through transit rather than natal placement. The person goes abroad frequently but keeps returning home.
Long-term Stay Abroad

I see charts where the person says, “I have Rahu in the 12th house, 12th lord in 9th, and Moon with Rahu. Why haven’t I gone abroad yet?”
The yoga is real. But three things determine whether it activates.
First, dasha timing. The right Mahadasha and Antardasha must be running. A yoga that ripens during childhood or old age may never practically manifest.
Second, transits. Even with the right dasha, Saturn or Jupiter must support through transit over the 9th or 12th house. This narrows the timing window considerably.
Third, your own effort. Astrology shows karmic potential. It does not act in your place. Someone with strong foreign yogas who never applies for a visa, never pursues overseas education, never looks for international jobs — those yogas stay dormant.
The chart shows the road. You still have to drive.
